He then attended Columbus State Community College, and received his Paramedic certification, and was hired by DCEMS in 1990.  He became a Crew Chief in 1997, and was promoted to Duty Supervisor in 2002, and to Captain in 2004.

Captain Pugh is certified in the State of Ohio as a EMS Special Topics Instructor and Firefighter II (240), and an ACLS and BTLS Instructor.  He was a preceptor for Columbus State Community College's Paramedic program for several years, and have precepted many of the employees we have now.  He has worked part time for several different fire departments including Plain Township Fire, Heath Fire, and Washington Township Fire.  He has held all the officer positions of his local volunteer department in Utica including Chief for five years.  He still runs as a volunteer on Utica EMS, and keeps his volunteer status since starting in 1979.
